PA LIBRARY ASSOCIATION TEAMS UP WITH CONSUMER FINANCIAL PROTECTION BUREAU TO UNDERSCORE IMPORTANCE OF FINANCIAL LITERACY AND EDUCATION

CFPB offers free resources and materials through state’s libraries, Signs on as statewide PA Forward® Partner

Mechanicsburg, PA (Sept. 3, 2019) – The Pennsylvania Library Association (PaLA) is proud to announce that the Consumer Financial Protection Bureau (CFPB) is the latest PA Forward® partner organization. 

“Financial literacy is critical for everyone,” said Christi Buker, the Association’s Executive Director. “At this time, financial literacy is not a required learning tool in Pennsylvania’s schools. Libraries are able to fill that gap, offering programs on topics which range from planning for your child’s college education to planning your own retirement or how to better understand credit. Working with numerous partner organizations, we’re able to help connect the dots for community programs to occur in the library setting. We’re honored to be working with the CFPB at this level and look forward to a long partnership.”

CFPB previously supported the work of the Association by presenting at the 2017 PA Forward® Financial Literacy Summit. Since that time, the Bureau has remained engaged with the Association, collaborating to share financial education resource materials with Pennsylvanians.

“Libraries are key partners for reaching the American public,” said CFPB Director Kathleen L. Kraninger. “Consider these points, 76% of adults say libraries serve the learning and educational needs of their communities and 113.1 million Americans participated in library programs in 2016. A fundamental building block for developing financial well-being is through a foundation of basic savings. The Bureau has developed an initiative, Start Small, Save Up offering tips, tools and information to help consumers build a basic savings cushion and saving habit, as a foundation for securing their financial future. This is an example of one of the many ways we will work with PA Forward® to help Pennsylvania librarians help their communities develop financial well-being.”

Through PA Forward®, the Association’s training and outreach initiative, academic, school, and public libraries throughout Pennsylvania empower residents and businesses alike with the necessary skills and knowledge needed to succeed.

PA Forward® works through five key literacies – Basic, Information, Civic & Social, Health and Financial – to assist all residents in enhancing their overall quality of life. The statewide program works to improve the literacy levels of Pennsylvanians by connecting them with the information, learning, and technology resources available at their local libraries. Working through each of the five literacies, the initiative aims to develop a better-trained and more highly skilled workforce, which in turn grows Pennsylvania’s tax base and economy.

The Pennsylvania Library Association defines financial literacy as the ability to make informed decisions in areas ranging from personal finance, to business management, to teaching spending and savings skills to children, to helping elders with retirement and/or estate planning.

Both PA Forward® and the CFPB saw the direct connections in relation to their individual goals and efforts to provide financial literacy education to state residents.

“Libraries are not simply book repositories,” Buker added. “They are pillars in our communities, offering a spectrum of programs, resources and opportunities to help our patrons become better-informed and more engaged in their local areas. Having the Consumer Financial Protection Bureau join us a partner through PA Forward® helps libraries continue to offer life-changing programs for Pennsylvanians. CFPB is the first organization at their level of government to sign on with our statewide partnership. We’re honored to have them with us.”

Pennsylvania Library Association recognizes libraries for PA Forward^TM Star achievements earned between April 1 and June 30, 2019

Mechanicsburg, PA (July 22, 2019) – The Pennsylvania Library Association just announced the 2019 second quarter PA Forward^TM Star Library awardees. More than 30 libraries from throughout the state earned their star status and are being recognized by the Association for their efforts to provide patrons with educational resources and opportunities.   

 “The PA Forward^TM Star Library program spotlights libraries’ efforts to continue making intentional investments in literacy-aligned programs,” said Christi Buker, Pennsylvania Library Association Executive Director. “Our libraries continue to be community pillars, meeting citizen needs, helping businesses, government organizations and others connect with local residents, sharing resources and information which have the potential to positively impact multiple lives.

“Yes, you can go to your local library and check out books, but these agile institutions demonstrate day in and day out they offer more than books,” Buker added. “Libraries offer the world to those who enter their doors. It is an honor to highlight those efforts with the PA Forward Star Library designation. Congratulations to all of our participating Star Libraries.”   

PA Forward^TM, which launched statewide in 2012, works through five key literacies – Basic, Information, Civic & Social, Health and Financial – to assist individuals in enhancing their overall quality of life. To continue helping libraries use PA Forward^TM to demonstrate all their libraries offer, in January 2017, the Association kicked off the Star Library program statewide. The Star Library recognition offers support to libraries who participate and integrate PA Forward^TM’s literacies in their programming activities. Program topics can include information such as retirement planning (financial literacy) to more physically active programs such as walking book club discussions (civic and social literacy and health literacy).

Libraries are recognized for meeting benchmarks within the bronze, silver and gold star levels of the program. While one star is awarded for both the bronze and gold levels, a total of five stars are awarded in the silver category – one silver star for each of the five literacies of PA Forward^TM. For each silver star award, a number appears denoting the number of silver stars obtained to date.

Stars are awarded on a quarterly basis in the calendar year and the recognition is for the highest level attained in the program at the time of the award. The libraries noted below are those that earned a first-time star or a new star level between April 1 and June 30, 2019. Gold stars achieved by December 31, 2019 valid for three years; Gold stars achieved after January 1, 2020 are valid for one year

Mechanicsburg, PA (April 22, 2019) – Beginning January 2020, once a library achieves the Gold level of the PA Forward™ Star Library program, libraries will now be able to take steps to maintain their PA Forward™ Gold Star status. The Pennsylvania Library Association is proud to announce the Maintaining Your PA Forward Gold Star program. 

With the initial Star Library program, once achieved, the PA Forward™ Gold Star was valid for three years.  Since the program launched statewide in January 2017, the first round of Gold Stars will expire as of January 2020. This meant the Association needed to determine what happened after the library’s gold star expired.

“Working with a group of up and coming library leaders, a plan has been developed to help libraries maintain their PA Forward™ Gold Stars,” said Christi Buker, Pennsylvania Library Association Executive Director. “The Association thanks Maggie Albro, Sarah Fetzer, Jacqueline Laick, DeAnne O’Brien, and Alice Pakhtigian for their work in creating the Maintaining Your PA Forward™ Gold Star plan. The time they spent working through this with the PA Forward™ Training Team was invaluable to the overall Star Library Program.” 

“We are not adding additional levels to the original program,” said Joann Eichenlaub, Assistant Director of the Madigan Library at Penn College of Technology and Chair of the PA Forward™ Training Team. “As we worked through this process, we realized the Gold Star is that top level, but it is not a final achievement. We want libraries to continue incorporating PA Forward™ in their programs and outreach because it adds another dimension and additional value to all that libraries offer through various opportunities at their individual locations. The Star designations connect libraries even more with their local communities and celebrate a strong commitment to lifelong learning which will benefit everyone in today’s technological and diverse world.”

To maintain the Gold Star, libraries will complete four core actions, three literacy actions per literacy and two bonus actions on an annual basis. Just as with the current program, materials will be uploaded to a shared drive folder and libraries will then submit for the renewal star via the Star Library website. 

“When you consider that libraries are now in a routine of applying the PA Forward framework to their programs and supporting outreach materials, there isn’t any additional work involved,” said Paula Gilbert, Director of Youth Services with York County Libraries and Chair of the PA Forward™ Steering Committee. “You’re not doing anything you haven’t been doing to begin with. All you’re doing now is keeping your Gold Star shining.”

What does this mean for the initial Star Library Program?

As previously noted, the first round of PA Forward™ Gold Stars expires January 2020.

What this also means is that as of 2020, ALL stars will expire one year from when they were awarded. The bronze star award was only ever valid for one year. So, there will be no change there. The one-year rationale is now being applied to all star levels as of January 2020. 

However, for any library that achieves the Gold Star by December 31, 2019, they will be grandfathered into the original program, meaning their Gold Star is valid for three years. Any gold stars achieved after that date will automatically be on the yearly cycle for renewal.

“When the PA Forward™ Star Library Program began in 2016, we didn’t realize how much the program would grow over the course of the next few years,” Buker added. “PA Forward™ provides a unified voice for our libraries, helping us make stronger impacts throughout Pennsylvania. The Star Library Program elevates the work of all Pennsylvania libraries.”

The Gold Star designation and any subsequent renewals will remain contingent upon the library having current institutional membership or a staff person having personal membership in the Pennsylvania Library Association. Membership must be current during the time the library submits for the star. Current trustee membership can be considered as well.

Annual observance reminds everyone what libraries provide communities; Star Library Awards announced, recognizing achievements earned Dec. 16, 2018 through March 31, 2019

Mechanicsburg, PA (April 8, 2019) – The Pennsylvania Library Association just announced the 2019 first quarter PA Forward™ Star Library awardees. More than 40 libraries from throughout the state earned their star status and are being recognized by the Association for their efforts to provide patrons with literacy-aligned programs and resources.  

“We continue to be in awe of the work of our libraries and all they are doing to help residents,” said Christi Buker, Pennsylvania Library Association Executive Director. “The PA Forward™ Star Library acknowledgement shows these libraries have made intentional investments in literacy programming. Whether they have connected individuals with resources about caring for loved ones, or helped people understand the importance of the census, they are providing more than books to check-out. They are educating and investing in the people they connect with. These individuals then turn around and make direct investments in their overall communities. Libraries should be highlighted for those efforts, not just during National Library Week and not just through our PA Forward™ Star Library awards, but by everyone every day. Because they are changing lives, every day.”  

National Library Week is observed April 7-13, 2019. This annual celebration, sponsored by the American Library Association, honors the continuous contributions of libraries and library workers around the country and is a reminder to encourage library use and support. This year’s theme is Libraries = Strong Communities. First sponsored in 1958, the weeklong observation underscores the importance of libraries as community centers. For the last few years, the Pennsylvania Library Association has worked with their members and their partnering organizations to have counties officially proclaim National Library Week.

Some 30 libraries obtain Bronze, Silver or Gold PA Forward® Stars between October 1 and December 15, 2018

Mechanicsburg, PA (December 19, 2018) – Libraries across Pennsylvania continue showcasing the value they bring to their communities by providing programs and resources which positively support the patrons served and have earned “Star Library” status in the process.  The Pennsylvania Library Association today announced their statewide PA Forward™ Star Library Program 2018 fourth quarter awardees.

“Using the PA Forward™ framework, libraries help patrons meet their own needs and those of their loved ones in an ever-evolving society. We are honored to be able to highlight their work and help all residents connect more with these community pillars,” said Christi Buker, Pennsylvania Library Association Executive Director. “These awards signify intentional investments by library staffs to offer programs and resources that correlate to direct investments in the community. A patron coming to the library to access a computer and the internet to submit an online job application or an individual coming to the library to participate in a program that helps them care for an ailing parent are examples of patrons whose lives have been changed, positively, because of the offerings at the local library. The Star Library Program allows us to put a spotlight on how libraries are moving Pennsylvania forward.”

More than 40 libraries reached PA Forward™ Star Library status July 1 to September 30, 2018

Mechanicsburg, PA (October 4, 2018) – “Libraries throughout Pennsylvania continue highlighting that they are more than book repositories, earning stars along the way and underscoring their continued connections in their local communities,” Christi Buker, Pennsylvania Library Association (PaLA) Executive Director states as the Association announces the 2018 third quarter PA Forward™ Star Library recipients.  

“Our libraries provide safe spaces, shelter, and community connections to programs ranging from financial education to how to care for others dealing with unexpected life changes,” Buker added.  “Using the PA Forward™ framework, libraries help patrons meet their own needs and those of their loved ones in an ever-evolving society. We are honored to be able to showcase their efforts and help all residents connect more with these community pillars.”

PA Forward™ works through five key literacies – Basic, Information, Civic & Social, Health and Financial – to assist individuals in enhancing their overall quality of life. To continue helping libraries use PA Forward™ to demonstrate all their libraries offer, in January 2017, the Association launched the Star Library program statewide. The Star Library recognition offers support to libraries who participate and integrate the literacies in their programming activities. Those libraries are recognized for meeting benchmarks within the bronze, silver and gold star levels of the program. While one star is awarded for both the bronze and gold levels, a total of five stars are awarded in the silver category. Libraries must demonstrate proficiency with each of the five literacies when working toward the silver level of the program.

Programs range from teen reading lounges, tying into Basic Literacy and Civic and Social Literacy, to investment planning workshops, tying into Financial Literacy.
